Arrest is one of the most important duties of a police officer, and is a fundamental task. Therefore, in the modernised police force, various scientific methods of arrest (Taiho hōhō) have been devised, and progress has been made so that the purpose can be achieved safely, reliably, and easily through the application of weapons (Buki) and other scientific equipment. However, no matter how much progress has been made in such scientific equipment, the fact remains that the inspector himself is the basis and central to the actual arrest of a person. An arrest is made when a police officer's mental strength, physical strength, and interpersonal skills, whether directed at the criminal or suspect, with bare hands or with the aid of other equipment, are subdued.
Therefore, a police officer should firmly acquire these skills and maintain a gentle and calm demeanour at all times."
